morning. i'm jennifer franciotti. lisa has the weekend off. >> i'm barry simms. we've got another round of winter weather. let's go right to our meteorologist who's been tracking what's been going on. lowell? >> a popular theme on twitter and facebook now is where is the snow? all i can tell you is that it is coming. we're just not getting as much as we thought. i'm going to explain to you why. i have outlined that area there. dry slot is -- a dry slot is basically something that is very popular in this region when it comes to winter weather. unfortunately, it is a forecast killer when it comes to the snow. what's basically happening, with the approaching front, you have a section of dry air that is descending. it causes evaporation and basically in areas we thought there would be moisture it simply isn't there. good news for snow lovers is

that it is starting to fill in. that wet weather is on its way for the greater baltimore area. certain areas of pennsylvania -- all of pennsylvania, i should say, it is pretty much snowing there, and portions of western maryland and even parts of carroll county, which is where we find kim basey right now. i know we were talking on the phone earlier. looks like there's a little bit of something on the ground there, but not much yet, huh? >> yeah. from time to time, we're seeing -- i was talking on the phone again. it's like snow pellets, frozen precip. it was bouncing off our live truck. it wasn't snow flakes, what you typically think of snow. from time to time we've seen them. we have a few stray flakes falling now. roads are just fine. this is 140 here behind me. things are moving fine. you can see where they've pretreated it. the salt is there. if it does start to come down,

luckily they've already pretreated things. there's snow on the grass here. i just call it a dusting. there are obviously still spots where there is no snow on the grass. you can still see the grass through it. little light snow earlier. right now looks like conditions are pretty dry. few flakes falling from the skies. traffic is moving fine through 130. driving up here through howard county, we did see several state highway trucks but they were parked off to the side, off to the shoulder just kind of waiting full of salt and waiting to put down those clouds. they're kind of in a holding pattern. we are still here in westminster kind of waiting for that snow to start. we'll keep you posted if it does indeed start. kim basey, wbal tv 11 news. >> all right, kim. thank you. as it moves in, you could stay inside.

chances are you probably have someplace to go today. >> as kim mentioned, the road crews are out. they're on stand by, trying to work to make sure you get to where you're going as safely as possible. >> traffic is busy at home improvement stores. shoppers want to prepare for another winter punch. >> getting enough salt. i have to work tomorrow. >> but this first round of winter is already wearing out its welcome with motorists. >> it gets a little old, but it's part of winter. >> marylanders are once again shelling out cash for supplies. at this home depot in southeast baltimore, it's time to stock up for winter weather staples. >> people anticipating what's going to happen tomorrow, so we're getting a lot more customers coming in picking up shovels today. >> maryland state highway administration crews are trying to stay one step ahead of mother nature. road crews are gearing up for another visit by mother nature.

crews spent the day pretreating roads to keep them ice free in the event of a wintry mix. highway officials say they have up to 2100 trucks out. >> if you are planning on traveling saturday wait until after the storm begins. give our crews a chance to plow. >> and baltimore city officials say they're all on stand by. >> we will be activating our storm center saturday morning about 35 to 40 pieces of equipment out. we are prepared. our staff is prepared. our equipment is ready to go. >> you can keep track of the storm as it advances on our i phone. you can see interactive full screen and get the forecast on wbal tv.com. just click on weather. a strike averted at least for now.

the long shore man's union agreed to extend their contract by 30 days. the move puts off a threatened sunday strike by 14,000 long shore men and 15 ports across the country including baltimore. a strike would have crippled operations at the port. it's reported major steps have been take ton resolve the dispute. the end of a career of one long time civil rights leader. carl snoweden will retire january 8th. the office made the announcement friday. this decision comes against some legal problems for snoweden. he was convicted last month of marijuana possession and has a court date next month for violating his probation in a drunk driving case. one minute he's out, the next he's back in. that roller coaster ride for morgan state university president david wilson appears to be over.

yesterday the board agreed to renew his contract. >> shortly after the vote, dr. david wilson told us he is honored morgan state university's board renewed their confidence in him by extending his contract to june 2014. friday's decision comes a few weeks after the board voted to oust him as president, a situation he blames himself for. >> i'm the president of the institution, and so as president, you know, the buck stops in the president's office. and so certainly whatever transpired here, i'll be the first one to raise my hand and say, i'll own it. >> he promises to improve relations and communications between his office and board members. >> i'll make sure that the board is involved with the decisions in terms of the direction we take. >> when the board originally voted to not renew his contract early this month, many staged rallies to show support for wilson. >> faculty has never been more inspired, motivated and filled

with hope. >> many of those supporters packed the board's meeting friday, which was closed to cameras. >> this is kind of one of those things where he's not really telling us what happened. >> it's not clear why the board ultimately voted to keep dr. wilson, but it is clear he's a man trying to move forward. >> i am very energized and red d to work. >> wbal tv 11 news. time 9:07, 37 degrees. still ahead, dr. kim ham monday joining us to answer your pet questions. elaborate lawn decorations to help the forgotten children. that's coming up. we're finally determining where the rain/snow line is, at least for now. i'll show it to you right after the break.

>> we're getting a better idea of the rain/snow line. doppler showing us it's running right towards the northern portion of washington, d.c. and just in the southeastern portion of baltimore county there. so that's where you're seeing some mixed precipitation. then everything to the right of that, to the right and east is rain on the back end of it. you can see some darker blues

out here in portions of west virginia and western maryland. this is gonna slowly move in here within the next couple of hours. right now we're not seeing any precipitation in the greater baltimore area, even portions of carroll county where we saw kim just a couple of minutes ago. this should move up here in the next couple of hours. should start snowing probably by 11 i'd say. all right. current temperatures right now. some areas seems like just too warm to snow. college park 40. 41 annapolis already. they're on the other side of that rain/snow line, and the whole eastern shore as well where they're seeing temperatures in the high 40s, low 30s. western maryland, 27 frostburg and 27 oakland where they're expecting more than 5 inches of snow out there. pretty much the entire viewing area of maryland for that matter under a winter storm advisory except portions -- the entire

portion of baltimore city and portions of southern baltimore county there and the entire eastern shore except for cecil county there. you can see also highlighted there. could be a little dicey on i 95. current weather shows a pretty good transition of that rain/snow line. this is in part due to the system that's now just north of the florida panhandle there. ton of moisture on the other side of this warm front here. luckily for snow haters this thing is moving off into the ocean. what we're noticing, there was a dry slot that formed here that is slowly closing up now. some of this moisture associated with this low and this warm front is mixing in with this upper level trough here which could bring up a little more moisture, a little more snow, little more rain, ice, heading into the next several hours here. then on the back end of the other smaller upper level low here that will move through. good news, it's a very fast moving storm. so not too much to worry about

as far as major accumulations in the area. we should see some snow. temperatures 33 to 38 degrees. we saw some areas were even warmer in the low 40s. snow is the story. more to the north and west, less to the south and east. it will be pretty much a rain event for the entire eastern shore. as far as accumulation dusting to around 2 inches in the baltimore area. more to the north and west. mountains could see five or more before this system rolls through. if you're heading out this evening, the snow will taper off. they will be mostly cloudy and cool. 25 to 33 degrees. it will feel 7 to 10 degrees cooler than what we're posting here as the high pressure moves in from the west. you're watching two more systems. one on new year's day. 40% chance of a mix, similar to what we're seeing today.

another smaller system thursday. keeping our eye on a 30% chance. temperatures should pop out around 32 degrees. the holiday season is still in full swing if you're looking for ways to stay in the christmas spirit, there's one place that's spreading christmas cheer. >> one man's home has become an annual exhibit for the whole community. but this display may truly encompass the real meaning of the season. ♪ jingle bell rock >> the rights are exquisite. more than 45,000 of them. they've been blinking in unison since november 27th, complete with holiday carols, a star of david and several christmas trees. glenn zire spent more than 50 hours putting together his home for the holiday season. but while neighbors and visitors have been looking forward to glenn's new traditional display for a year, it's part of a massive effort for charity. >> i do it to raise awareness

and raise money for casa. it's a great cause. i have been involved with them for about five years now. >> a volunteer with court appointed special advocates since 2008, zire shares this holiday display for the third consecutive year. his efforts raised over $2,000 so far. an organization officials promise to put it to good use. >> that money is used to recruit additional volunteers. currently we're serving 10% of the children who are under the protection of the courts in maryland. so we always need additional volunteers. >> his display has been getting busier and busier, gaining momentum as it gains in popularity. last year alone he was able to raise $1200 in the 30 days of lights and music. so why casa? >> the lowest people in society i guess are foster children. they don't have a choice. they're in a situation. they can't make decisions for themselves. so they do need someone to help represent them. that's why i chose to help them

>> experts estimate americans spent more than $110 billion on gift cards this year. but if you received a gift card in your stocking, there are warnings that you need to be aware of. complaints have become so common, ftc has filed action against retailers. it's federal law for companies to disclose fees on their gift cards or at least make them easily seen by customers. >> any expiration on the card must be clearly disclosed on the

card itself and any fees, such as inactivity fees must also be clearly disclosed either on the card or on packaging. >> and those inactivity fees can on be imposed after a certain period of time. that's usually after at least one year that the card has not been used. so the best advice from the ftc, if you have received a gift card, use it right away, trust and know your source and avoid any online auction sites. andy barnett is here from the better business bureau for tips on making those returns. do people really read the fine prints on those cards? >> no. that's one of the problems. we don't save it. we take the card out of the packaging. we put it in a box or envelope. so we don't even save it. for the most part, gift cards are really, you're much more safer with these consumer protection laws. >> what about the returns? lot of times you'll get the gift. they don't come with a receipt. you know this weekend will be one of the biggest for returns.

sometimes you just want your cash back. couple things to know. if your gift was bought at an outlet, you may not be able to take to it the regular store. if you need to return a gift, make sure you have the receipt. that's why e-mail receipt, that is so much better because usually you have those saved that way. you want to go in and ask for -- even if you don't have a receipt, ask if you can make an exchange. they may give you, without a receipt, sale price, because things go on sale. >> take a toaster back that's worth 40 but may only get 20 back. >> absolutely. you made up a good thing. appliances, big ticket items may have a restocking fee.

that's true. the other things people don't think about is if you bought something online, if you're going to get an exchange, different size, they may not charge you for shipping. if you purchased it online, try to get a refund, they may charge you for shipping at that point. you've got a lot of ifs ands or buts. if you shopped online, returning online, please read the policies online. >> and get ready for the long lines at the store. >> i just want to say to consumers, remember, it's not your right to return items. it's just a privilege. each store is different. >> be prepared if you don't have a receipt and you don't feel comfortable for asking for one. you're stuck with it. >> you may be stuck with it. you may be whatever the store offers. all sales are final. if they are posted.

>> welcome back. joining us to answer your tech questions is dr. kim hammond. looking at his mommy over there. >> cute little guy. i'm going to do a genetics test. >> he's so sweet. the funny thing i'm finding, ticks are still out there. it's wintertime. >> we haven't really had ticks frost which it takes to knock these ticks out there. they're still out there. you have to use the products year round in maryland. one thing, a lot of people got pet force the holidays. go online and investigate where to take care of your pet. don't just pick a vet because he's around the corner. convenience isn't the right way to pick a vet. look for the proper pricing. there's a lot of flexibility. tough year financially. you can get your animals spaed and neutered at reasonable prices. go online, investigate, do your

homework. >> one of our viewers wrote in and said if you're having trouble with flees, can't get rid of them, they've tried them all, even flea bombed the place but their dog is still loaded with fleas. >> that's a classic example of having the right product but maybe not knowing how to administer it properly. just like everything else there's a learning curve how to make things successful. you have the frontline, which works. there isn't an flea in the united states that's going to live with frontline. perhaps there's some pocket in your area that's still sort of feeding that flea product, flea population. call me. i'll be glad to help you one on one. there's going to be something in your technique that needs to be tweaked. >> sure. you have to get it on the dog. >> maybe there's a pocket out there in the environment where the foxes are and they're constantly getting reinfested. >> a cat problem. they have an 8-year-old cat.

how do you get him to stop hissing at the new puppy? big-time common puppy here, right? >> there's a food chain thing there. cat definitely can't be beaten by a dog. that's going to be going on for awhile. one thing that i have done successfully occasionally is take fabric softener bounce and rub it on the cat, rub it on the dog. sometimes that smell thing tends to work. >> they both smell alike. >> yeah. it tends to work. but there's a certain amount of familiarity that has to occur. i would make sure if you declaw the kitten, it loses its desense and it will get incredibly harassed. >> someone told me it was okay to have the cat bop the dog on the nose to let them know who's boss. >> tough love. i agree with the tough love concept. >> time right now 9:28. 37 degrees on tv hill. coming up more news. thank you. >> i'm kim basey live in westminster where we're still on winter weather watch.

slower. >> storm itself is faster. it's just really why is it not snowing. basically a good reason for that. it's known as a dry slot. basically what happens is you have an area aloft of dry air and that dry air starts to descend and any water vapor that's in its way starts to evaporate and you get a nice dry slot. well, that slot is starting to fill in as you can see there on hd doppler. you get a pretty nice rain/snow line there right along the i 95 corridor. we can start to see there's blues and whites starting to form in baltimore city, baltimore county around some areas into carroll county as well. speaking about carroll county, my colleague has been battling the day, all day, looking for some snow. and, kim, we don't have any yet or we have anything? seen any place? >> again, there's a huge flakes

falling from time to time. as we were with you last around 9:00 on the air, not much has fallen. there is a little bit of snow on the ground. you can see the grass through it. just a dusting on certain parts of the grass. roads are moving just fine. this is 140 here. you can see traffic is flowing freely. maybe wet in spots. you can see if they pretreated the roads. there's some salt down on the roads. especially on the roads. we're coming from howard county where we were. lot of salt there on the road. we actually now have a few snow plows, some of the smaller snow plows parked here. they went inside maybe to grab a drink or something while they wait for this snow to come because there's not a whole lot for them to do right now. there's nothing really falling

>> getting yelled at all morning from folks on twitter and facebook. where is the snow? welsh it's coming. it's coming. i talked earlier about the dry slot. this is a three hour radar loop on hd doppler. you can see how it's starting to fill in, some of this moisture that's associated with the major part of the storm that we thought was going to move further north this morning and bring some earlier snow. unfortunately that didn't happen. it is filling in nicely. the moisture is making its way in to western virginia, portions of western maryland, moving into

some of the northern counties as well like frederick and carroll county. on the back end we're seeing a lot of moisture that's moving out of the west virginia area. frostburg they already have 3 inches of snow. as far as other places, where kim basey was, they had a trace of snow. they should get some more in the next couple of hours. temperatures around the area. some places it's reached 40 or more. college park, annapolis at 41. eastern shore, some of the warmer spots. ocean city 42. greater baltimore area parkton right on freezing at 32, westminster, frostburg they are at 27 degrees and probably stay there for much of the day. as far as the winter weather advisory remains in effect as it has all morning until 6:00 this evening except for baltimore city and baltimore county and the entire eastern shore except for cecil county as well. watch it there on 95 through

hartford and cecil counties. current weather shows that pretty well defined rain/snow line passing south of the greater baltimore area. that's mixed precipitation right there. all rain for everyone on the eastern shore, this should definitely be a rain event. could see some straight snow flakes mixed in there with some sleet. for the most part it will be a rain event. here is the major part of the storm along this warm front that's moving through just north of the florida panhandle. will continue moving out into the atlantic ocean. these two upper level trough fronts that are basically giving us the back end of this, if you will, and the remaining moisture that will continue to be pushed out of here by this high pressure system way out west. that will make things very windy as we head into this evening and tomorrow. again, the snowy conditions should move in here within the next several hours. probably an hour for some. as far as today's forecast, we'll cat it 33 to 38. we did see some spots that are in the low 40s now.

snow is the story. more north and west. a rain mix to the south and east. as far as possible accumulations, this is revised now to a little further south, but i still feel most of these areas along the eastern shore will see this rain/snow mix. as far as the greater baltimore area is concerned we'll have a dusting to 2 inches, maybe some spots get 3 inches then more to the north and west, i think 2 to 4 inches is a pretty good call for carroll and frederick county and portions north around the york, pennsylvania, area as well. you can see out wet they're looking for 5 or more inches of snow. in frostburg they've already had 3 inches. if you're heading out this evening, it looks good. the snow should end probably around 7, 8, depending on where you live. will be mostly cloudy though. winds will pick up out of the northwest. 15 to 20 miles per hour. temperatures very chilly at 25 to 33. it will feel about five to ten degrees coomer because of the strong winds. you'll need a jacket tonight.

as far as your seven day, we're monitoring two other storms once we get past the mess today and those winds sunday. should warm up slightly monday, tuesday for your new year's day, 40% chance of some sort of mixed storm. temperatures will hover around 40. the next system moves in on thursday. another chance of rain and snow there. a little warmer we're thinking at 42. and then heading into your weekend. temperatures only in the upper 30 30s. >> it's something most women can't resist. the look of a high heel. you can buy your heels and wear them, too, if you keep just a few things in mind. dr. kelly gagen says that she'll never ever tell women not to wear high heels. instead she says find the right shoe like one with a platform in the front. before you buy those shoes, you shop for them in the evening considering your foot swells as

the day goes on. wear them around inside to make sure your feet don't hurt. dr. gagen is joining us here with more information. the question that a lot of women have when they take off their shoes at the end of the day is why do my feet hurt. they're not asking the right question though, i think, and that's it didn't hurt necessarily because of the high heel but because of what they're doing afterwards. >> the tendency we wear high heels all day to work. we take them off. we go bare foot. we put our bedroom slippers on. all day our achilles tendon and the structure in the back of the heel get tighter. when we take our shoes off and go bare foot, everything stretches. so the best thing to do is do a gentle stretch and to put on something supportive like a sneaker, like a danceco, something that has support in the heel. >> how do you know if a shoe has a platform? >> you can look at a shoe and see that it's a high heel. you need to be supported in the front and back.

>> the platform just gives you more height without it just being all the height in the hind foot. so it provides more balance and stablization by adding the platform in the front. >> not just a stiletto. >> exactly. >> you wouldn't tell them not to avoid high heels but not stilettos all day every day. >> right. stilettos, if you are not good on your feet as far as balance, it could cause ankle injuries. you're better off with a chunky heel. not a real high heel. maybe 2 2shgs 1/2 inch heel is the best. >> so many more options out there now than ever before. people's comfort levels and different heights for them, too. >> definitely. i mean, the platform is something that i always recommend. a nice wedge shoe. the platter shoes, i find they cause more issues. if you have a bunyon and you have hammer toes, whether you're wearing a flat shoe or heel it's going to be uncomfortable.

welcome back. time to take a look at what's new in theaters. we have the reviews. good morning. how are you both? >> great. how are you? >> i'm doing fine. les mis. that's one of the two movies. >> opened on christmas. yeah. you can divide people into two categories, you know? you have dog people and cat people. people who love les mis and people who don't. i i fall squarely in the category of don't loefb les mis. >> did you know that before you went? >> i did. in a way i should have recused myself. if you don't like les mis this is the most missy les mis you will see.

but if you do like it then you're probably gonna -- it's like right there in that pocket. for me, not so much. but some people are gonna say it's the greatest thing ever. partly because what the director does, he tries to give almost a more realistic telling with acting performances, close ups on their faces and singing so all of the mel lo drama that's there is just up to 11. and this les mis wasn't melodramatic enough. now it's super melo dramatic. >> either the people that aren't going to like it are the people that either already don't like it or the people that really don't know much about it going into it. three hours of singing sounds like a really daunting task. i really liked the movie. i loved the musical. i guess i'm that dog person and you're a cat person. i think the performances here are spot on. the director took a lot of

risks. they all sang live when they formed it. none of the tracks were prerecorded. anne hataway is great. she's going to win that oscar, i can guarantee it right now. hugh jackman is also awesome. russell crow. lot of people have been knocking him down in terms of his vocal quality. i think he has such a good sense of the character that i really enjoyed him in the movie. i really liked it. >> it was uncomfortable for me throughout the film. i think he's right about hathaway. i think she's going to win the oscar. although i feel like that performance by itself is amazing. in the context of the film, it's just enough already. you know? but she has a beautiful voice. she gives a heart wrenching performance. for me, two stars. and for him sf >> 3 1/2. i loved it. >> and there you go.

>> looks like another movie you both saw, django in chains. >> once again, as we said earlier, it's been controversial. it's really bloody. the thing about it is, if you like quentin tarantino's other movies then you most likely will like this movie. if you are easily offended then you probably won't like this movie. it's almost three hours in length, but it flies by so quickly. i love quentin tarantino's writing ability. the way he writes is just awesome. it sounds like music sometimes. the performances here are top notch. i think leo dicaprio, the character has this cheeky nice side but in certain situations they get so angry and fierce. i love that about it. i love this movie. >> i loved this movie, too. if you saw inglorious bass

tarreds, it was his retelling of world war ii and the holocaust getting revenge against hitler. if only history was super cool. and this is the case on slavery basically. like wouldn't it be awesome if a freed slave came back and just whipped some major butt on the slave owners? so that's jamie foxx in the django role. the performances across the board are amazing. an unrecognized voice is samuel jackson who plays the sort of house slave to the leo dicaprio's plantation owner. it's riveting. as he says, the writing is absolutely amazing. lots of blood. typical tarantino. ts is a genius film. i give it 3 1/2 stars. >> i gave it 4. this is one of my favorites of the year. >> we both loved that one.

we're gonna rub it with this black currant mustard. you can use a whole grain mustard. >> it looks like that berry type of look. >> they have cranberry mustard which would also work very well with this. toss this. we're just gonna coat it with the bread crumbs. get that nice crunch with all the herbs. >> just on that one side? >> just on that one side. you can put garlic in it if you want to. we're gonna throw it in a hot oven about 400 degrees for about 15 minutes. i like my lamb medium rare to medium. don't like it on the rare side. maybe 20 minutes medium, medium well. hot pan here. i have some butter nut squash. >> oh, yeah. >> brussel sprouts. i love brussel sprouts. even my brother who hates brussel sprouts tries them this way. get a little butter in the pan. brown the butter. get it real brown, get that nutty taste. little salt and pepper. again, the salt recipe is also on the website. i just reduced a little bit of
